Challenging the police if you feel they have not properly carried out their duties is a legal right for people living in Britain.
There are a number of different ways that complaints can be made if you feel the police have been acting irresponsibly within their duties.
Police Misconduct
There are a number of reasons why the public may want to make a complaint regarding police behaviour.
Reasons can include:
- Abuse of rights
- Harassment and use of excessive force
- A member of the public has been arrested unlawfully
- A member of the public has been a witness to police misconduct
- The police are treating certain groups in the community unfairly
- Allegations of corruption, hate crimes, assault and injury

Where to Make a Complaint
Complaints can be submitted verbally or in writing at any local police station. If you are making a complaint in writing always make sure you obtain a copy of the complaint for yourself. You can also make a complaint about the police to an independent agency such as the Citizens Advice Bureau (CAB). Information that is given must be accurate and honest and contain as many details as possible. Remember, the police can take legal action against anyone who makes a false complaint against the police force.
The IPCC
The Independent Police Complaints Commission (IPCC) is an organisation designed specifically to deal with complaints made against the police. If a complaint is made directly to the IPCC they will then forward it to the appropriate police force. The IPCC is a regulatory body that sets the standard regarding how police complaints procedures are handled. This organisation will handle complaints dealing with the behaviour of police officers and police staff. You can also use the IPCC’s online complaint form to send your complaint directly to the IPCC.

Complaints about inappropriate behaviour of police officers and staff must be reported within 12 months of the incident taking place. Details should be as accurate as possible and include the time and date of the incident, the people involved and the police identity numbers if possible. Also try to include the names of any witnesses to the incident and anything that may support your claim such as CCTV cameras in the area. Witness statements will also be helpful but should be set out only by the witnesses.
Investigating the Complaint
The complaint will be investigated by a complaints and discipline department within the police force. Most complaints will be dealt with through the local police force but there are exceptions. Very serious complaints such as assault, corruption and discriminatory behaviour may be passed on to the IOPC. The IOPC may then conduct a supervised investigation. The IOPC can conduct supervised, managed and independent investigations depending on the seriousness of the allegation.

Why You Should Complain?

The IOPC will look at the appeal and make a decision as to whether or not to investigate the matter further. The IOPC can also make the police change their decision or investigate the allegation further.

To cut a long story short, he got away with it, his commanding officer more or less swept it under the carpet, the IPCC were not interested. This was 17 years ago. I have suffered with all sorts of mental conditions since this. The police look after there own.
I complained through the IPCC and the professional standards of the police. I got no response after eight weeks so went back to IPCC. They said they had now got police to record my complaint. Another six weeks passed I went back to IPCC. They got police to send a letter saying they were were recording complaint. Still nothing. Finally I heard from someone else form the police who said the person who was dealing with my complaint had now left and that if I wanted to complain to the police about the missed opportunity I should contact the professional standards which I have already done and been ignored. I contacted IPCC again who tld me they only deal with 'serious' crimes such as death in custody and cannot force the police to act.
I have been to countless solicitors who won't help due to time that has elapsed and the fact the police took no action. What happened to me in that home ruined my life and I complained at the time but noone wanted to know.
A community officer came to my home and suggested my son could take part in a FireBrigade Course. This was of interest so the community officer said she would return with forms for me to sign.
The community Officer returned with two police officers and I let them into my home not thinking anything of it.
The two officers looked into my fridge and decided to look up stairs. They lifted up my children's bed sheets to look at their mattresses. They told me 'You have too many kids.' I was in complete shock.
I asked what the nature of their invasion was and their response was defensive, rude and un answered.

My husband was involved in a minor rtc, his car was parked legally in a car park and it was rear ended by a woman who claimed she never saw his car there, fair enough she admitted fault, my husband was in the parked car at the time and was thrown forward, only minor injuries, the other driver reluctantly gave her surname and a phone number only, she never answered her phone. She refused her insurance.
My husband traced her and had put a note on her driveway gate politely asking to get in touch to sort this out and asked her again for her insurance details, she refused these, she for some reason took offence at something like this letter being hung on her gate, no damage was done.
Then out of the blue two police officers turned up at our door, saying they were there to investigate a complaint made over the communication the other driver had received - we were like? Huh a polite not asking her to get in touch over the accident she caused and her insurance details.
Police were aggressive and said my husband had no right to ask for her insurance details, any injuries he had weren't real if he didn't go to a GP, any legal advice he had was all wrong in their view, and the other driver had clearly just made a mistake, asked if he ever made a mistake, said she clearly didn't know her insurance and shouldn't be harassed for it! One officer said he didn't know his insurance company off hand either, all odd and personal comments to be making we thought.
Put a complaint into the local station and was told that there was no such complaint ever been made against my husband. So the police have lied, made up an allegation which was false to gain entry to our house and harass us. When the officers were questioned they lied to their Sgt stating they never said they were investigating a complaint against my husband. So no reason for them ever have called around, no criminal matter to be looked into at all here, the officers have called around to harass us, i've since learned that the lie of the complaint they made up to gain entry to our house and stated this was the reason of their visit, was caught on the home cctv audio. What's my next step?
He had finished work at 8:35pm, got in his car & was making his way home, he drove down a dark country lane, he said he saw two ref lights up ahead (another car), being dark he thought the car was moving, all of a sudden he said he came too close to this car, slammed his breaks & crashed I to the car up ahead, the car was stationary on the road with no hazards on, talking to a cyclist. However he is getting harrassed and having people inciting violence towards him, even taking pictures of him while he does his shopping! I filed a complaint and had proof of this in my phone.
He then arrested me (seizing my phone) for making a false statement and due to this I was told my complaint could not get dealt with until my arrest/case was over.I got a letter telling me no further action was being taken against me, but when I tried to get my phone back I was told I couldn't have it as the same officer was challenging the decision of the cps

My house was recently broken into but we weren't present. Our neighbours called the police at least twice, possibly 3 times, once at 3am, second time at 6am, and possibly 3rd at 6:15am - when the break in itself was taking place - yes, they returned 3 times. We feel that because the police did not originally attend at 3am, this may have prevented the break-in and our belongings taken. Do you think we have a complaint here? My partner was arrested 2 months ago but he was released without being charged. In the process of the arrest some of my property was seized as being necessary for the investigation. I have not gotten my property back yet and when I call to find out I get told theres nothing I can do but wait. Its been more than 2 months now and I need my laptop for work. soon as they interfere, it's a trespass, soon as they touch you, it's assault/battery,

I eventually managed to stand up straight and walked forward again.
My only thought was to get to a neighbour and as I continued along a very narrow footpath she grabbed my hair from behind and dragged me to the floor. I screamed and screamed. She was threatening me through out.
Just when I felt that I was going to die, she let go of my hair. I got up and walked to the end of the path. some people came out of the bungalows. She changed her voice and told the people that I had forgotten to take my tablets and that I had been let out of hospital too soon again. She turned to me and said, "you've been taking photos inside my house and I've told you it's not safe" She then held her phone out and said she was calling an ambulance. I was in a state. shaking, crying and terrified. A lady stepped foreward and took my hand. She asked me where I lived and told me I was safe and that she would walk me home. I do not take tablets and I have not been in hospital.
I got in the house and broke my heart. I didn't want to call my two sons as they were many miles away working. I called 999.
Details were taken and at the request of the person who took my call I did contact my sons. I also rang a friend and they came and sat with me.
My family arrived and we waited a considerable time for the police.
I made my statement and my injuries were photographed.
The police said she would be arrested.
She was not arrested but went to the police station the following day with her daughter.
That same day my local village shop offered to bring anything I might need up to the house. They were concerned for me and I have to say that I broke down on the phone and coul

Eventually, however, all charges were dropped and I was released, etc, etc. All well and good then, one would think. No! It was not! My former landlord should have been arrested for wasting police time for jumping to conclusions and or the arresting officers should have been at least cautioned for wrongful arrest. Neither has happened. I also wasn't told the exact reason as to why the charges were dropped; as to why the matter wasn't taken to court. I suspect it was because the officers dealing with the matter knew I would win the case; that I could end up getting damages from my former landlord - and this they did not want. They did not want me to win! Why? I have no doubt that many officers of the police authority concerned have some thing against me, because I often am in the habit of calling a spade a spade. Anyway, this is my story. I've not contacted the IPCC because in my experience all they do is refer the matter to the so-called 'Professional Standards Division' of the police authority concerned, who of course will simply 'stick-up' for the officers involved...
I am being subjected to constant harassment by means of what my research suggests is V2K (Voice to Skull) and/or RNM (Remote Neural Monitoring) technology. There is constant and varying buzzing and other noises (helicopters, steam trains, football crowds, anything you can think of added at will) in my head that no one else can hear. I can hear little else. The noise goes on 24/7, so obviously I do not sleep well, if at all. Day to day living has become impossible. There is also 'transmitted' speech, through which the perpetrators have have repeatedly threatened, promised to deafen, blind, cripple and even kill me. Believe me, they have tried, and have thoroughly enjoyed the very real pain that they have knowingly caused me. Every thought, every notion, every emotion, is repeated back to me, and almost certainly recorded. The technology enables 'users' to cause serious disorienting symptoms on targets, resulting in my having experienced serious fit-like symptoms that ended on one occasion with me in hospital as a result of physical injuries that I sustained in the attack. My thoughts are constantly 'read' back to me as I make them, adding to the already debilitating confusion. I am not safe when out on the streets, being particularly vulnerable when crossing, or being near to, roads, a favoured point to have fit symptoms initiated.
The perpetrators have identified themselves as being from the EDF, the EDL, the National Front, the NCA, and a whole bevvy of groups that I have never heard of. They even occasionally claim to be members of one or other police forces, but then swiftly deny that this is the case....quote: "We are the police....no, we're not the police but we work for the police"
I have reported this to police at the front desk of the Nuneaton station, where I was effectively told to bugger off, no record having been made of my concerns. I have even called police to my home address. They obviously thought that I was mad, and recommended I consult my doctor. No help there then. I have had three detailed brain scans run, no doubt at considerable public expense, and no problem has been found.
I have given this a whole load of thought, all of which I suspect has been modified and monitored by the still unknown vile perpetrators. I had believed that only security forces would have ready access to such equipment. Then again, who knows, with what is possible these days. I would also have hoped that its use would be strictly controlled; maybe this is not possible.
My email and internet accounts are also under attack, with my connection becoming so slow as to be nearly useless. Passwords to sites and correspondence to them have been disruped, edited and sometimes even deleted. Important personal files have been deleted also.

Over four years ago I became aware of voices around my flat. They were threatening to kill me, put my windows through, cause other damage, on a daily basis. I called the police, who called round and assured me that there was no one there. The voices, however, continued. I began to think that I was going mad. Subsequent medical tests at large expense to the NHS have proved that this is probably a long way from the truth.Tinnitus-like noises began to constantly accompany the now increasingly hostile voices, who assure me that I will be physically harmed, if not killed, and to be on the look-out at all times. I'm atheist, but did start to wonder if some 'greater force' may be operating in me. I turned to the web for help, and discovered a technology that some have called 'the voice of god'. Probing further, I came across references to two seemingly related technologies. These are:
i) Voice to Skull (V2K for short) It can place any and multiple sounds, including voices, unheard by anyone else, into the head of the Targeted Individual. It looks feasible. Patents have been around for more than fifty years for such ideas.
ii) Remote Neural Monitoring (RNM for short) Along with V2K capabilities, it can read thoughts, modify thoughts, distort vision, cause pain, muscle spasms, alter physical perceptions (sight sound smell etc.) Operatives can see through the eyes of the targeted individual. To me it sounds less feasible, but not without its possibilities. Again patents have existed.
Since making these discoveries, the attacks on me have intensified in duration and hostility to the point of being constant stream of noise, insults, threats and 'recommendations'. Remember, only I can here them. I am now living without sleep, 'their' idea, and am rapidly losing all coordination and self-worth.
As to ownership/stewardship of such technology, I can only think that access would be strictly controlled and very limited to security forces and high level police (NCA, anti terror etc.). It could be a very effective weapon of terror in 'the wrong hands'.
My questions:
Does this technology exist? If so:
Who has access to it?
Do our police force have access to it? (What price an emergent police state?)
Under what circumstances are they allowed to use it?
Is total sleep deprivation allowed under any circumstances?
Are physical assaults using its capabilities allowed (Yes, it has happened!) ?
What side effects are there to continued exposure to this rf technology?
It's worth mentioning that I have yet to see anyone from any authority in connection with any of the accusations, threats and 'promises' made to me throughout this ordeal.

With regards to the IPCC which he contacted they are bigger liars than the Police his report was full of lies and was total fiction, in one instant they told him that a police officer tried to rectify and correct his statement to my friends employer when my friend contacted his employer he was told that they had no knowledge of this he return to the IPCC where he was offer an apology as they confirmed this never happen,he still trying to get the IPCC to talk to him but they are all covering up this massive massive lie and refuse to reply to any of his email. Shocking behaviour from a government backed independent body be careful of these cowboys I've seen how they work and its all for the Police'
In short I was arrested for something I haven't done. Before the arrest I stated the evidence that proves I am innocent. They never bothered to follow this up though.
They are trying to prosecute me based on guess work and by looking at evidence the way they want to see it, not the way it actually is.
Because of them ignoring evidence that proves I'm innocent, I have been bailed for quite some time. This has caused a big lack of earnings and I have had to get into debt in order to pay bills and put some towards rent.
I haven't been in trouble with the police before so this bail time is really causing me problems with my health too.
She has admitted to people around her that what she has done with us and also said will keep doing it what can we do?
What are the police going to do wait till someone gets physically hurt how much more can we ignore it its broken our life's and we do live in fear why because we have ignored her and she has kept Harrising us until know she has started with extended family and the police has done NOTHING why?
In fact they are protecting the lady because i am muslim and she is a blonde christian with blue eyes. Now the police officers are criminals and breaching my humain rights, they are extremly sick as the cannot find somthing wrong in my whole life!. If we follow proprely the uk law, this lady should be in prion and many officers should go in prisons as they are 100% sure i am totaly innocent. Anyone who has a look at my case c will see in few minutes that i am 100% innocent and will be extremly astonish about this situation, the most disgusting police officers ever lived on this planete.
I am not guilty of Assault on Constable in the execution of his/her duty, according to section 89(1) Police Act 1996
I believe that an offence as such is committed when a person assaults
a constable acting in the execution of his/her duty; or a person assisting a constable in the execution of his/her duty intending to cause harm or injury.
I also believe that police constable Espisito and police constable cockshull were not acting within their duties when they neglected my allegation of assault but decided to detained only me and allow the person who had assaulted me walk free and flee the scene of the crime. In order to prevent the loss of evidence they should have detained everyone involved and establish the truth.
I also believe in order for the police constables to be deemed to be acting fairly without partiality or racial motives It was necessary under section 117 pace 1984 for them to detain the person who had assaulted me.
Their actions were biased and were racially motivated as they tolerated the inhumane treatment of another person. They concluded that being assaulted and evidence from me bleeding not worth investigating, yet an accusation of attempt robbery worth investigation.
I have been a police special constable myself and I know from my experiences as former police special constable that under metropolitan police service standard of professionalism code of conduct under equality and diversity it states;
Code "1.26. Police officers act with fairness and impartiality. They do not discriminate unlawfully or unfairly.
Police constable Joseph Espisito and police constable Caroline cockshull were biased by assuming I was guilty of robbery and not protecting me when I made allegation of assault, therefore were not acting within the code of conduct but making assumptions instead of exercising their duty within the code of conduct.
Code 1.22 Police officers do not, under any circumstances inflict, instigate or tolerate any act of inhuman or degrading treatment (as enshrined in Article 3 of the European Convention of Human Rights).
The fact that I was assaulted and my allegation were not taken into account or deemed worth investigating confirms that the two police constable In question tolerated this inhumane treatment and deemed it reasonable within human rights for me to be punched, it is not their place to make such a decision.
Code 1.20 In exercising their duties, police officers never abuse their authority or the powers entrusted to them. Police officers are well placed to protect the human rights of individuals and groups within society. They have been given important powers and responsibilities due to the complex and difficult situations they deal with. The public have the right to expect that such powers are used professionally.

Having the police investigate themselves as a matter of the first stage in the complaints procedure is obviously a clear conflict of interest. Rarely if ever will you complaint be upheld, even when you have clear evidence in a case of misconduct against the police.
They will often take longer than is necessary to reply to each stage of the complaint or investigate. More often than not they try to resolve the matter informally with a local resolution, even you ask for the matter to be investigated formally and recoded. And the IPCC are no better.
In all respects your complaint against the police is unlikely to come to a satisfactory conclusion. You will be continuously frustrated when coming up against one barrier after another, or completely ignored when you have obviously done your research and followed correct procedure or presented clear evidence of wrong doing.
Vexatious and spurious are the go to comments for when an officer can find no other justification's or sound reasoning not to uphold your continued complaint when addressing their obviously dubvious handling of a so called investigation.
The police complaints procedure and the IPCC are clearly not fit for purpose. There is often a clear conflict of interest and institutional bias. In almost all cases complaints against the police are not upheld. Something needs to be done.
If I appeal against this outcome it opens up the can of worms about how the police did not handle it correctly - and the emotional effect it had and still has on me. Who is there out there to deal with these issues. I feel totally undermined, ignored and not listened too - and very desperate at times. The police put this down to a neighbour dispute and not harassment even though my Victim support Office, Counsellor and GP and others all say it is but as they deny this I can fight my case until I collapse - I will be ignored.
I would really like someone out there to take this up. Even as of a month ago - the husband attempted to run me down on my own drive and when reported to 101 said they would get someone out here asap - when it reach my local police station - NOTHING happened - they are instructed (as per tel message of a PC) by the CI not to respond. Why - how can this be allowed? I am desperate to have justice.
After they finally let me go on my way the then followed me for almost 2 miles in their car which I found very intimidating.
Can I report them for harrasement and intimidation for this?
The police took all details and explained what they would do adding that they would ring up later to get the mobile IMEI No.
After us having to contact the police in the evening they informed us the case had been closed due to lack of evidence ! They have'nt done a thing with the evidence that we had got by checking factory,garage & pub cctv.We also got a witness but the police did'nt speak to him.
I thought its part of the job for the police to get evidence to arrest and charge.

Her long term partner was found dead in his bedsit. The Police investigation concluded to a sudden death - he collapsed and hit his head on the sink.
Partner is not satisfied of outcomes of investigation, as she says that at that time before his death he was asked several times money by a fellow who never re-appeared.
Client was not married with late partner but they had been together for 32 years.
She would like to know if there are any ways to contest / challenge a police investigation, as she is not happy about outcomes and has been living with doubts on the way he died.
